For over two decades, Europe has not seen peace. The forces of Europe have finally defeated that scoundrel Napoleon and confined him to Elba. With an entire continent altered by his hand, can Europe really go back?
A Concert of Europe is a political negotiation game between representatives of the five great powers of Europe at the Congress of Vienna as they redraw the lines of Europe towards what will hopefully be a mutual peace to last ages.
Long Description
Europe has forever been changed. Over two decades of war and six coalitions of nations after the French rebellion, Napoleon has finally been defeated and confined to Elba. With Paris occupied, the leaders of the nations of Europe convene in Vienna at the behest of Metternich to discuss their future. Napoleon's tyranny has left a permanent scar across Europe and those gathered hope to find an acceptable peace.
Prince von Metternich of Austria, Viscount Castlereagh of Great Britain, Prince von Hardenberg of Prussia, and Tsar Alexander of Russia sit at a table separate from the rabble of the minor powers in the other rooms. What these four decide together will be enforced, as no small nation can stand against their will. However, Talleyrand of France has been courting the other diplomats and together they have demanded that France have its representative at this exclusive table, and he takes the final fifth seat. They can now begin redrawing the map and see if this congress experiment can yield a lasting peace.
A Concert of Europe is a political negotiation game between representatives of the five great powers of Europe at the Congress of Vienna in 1814-15. The game is played in a number of sessions with very very light parlimentary procedure and free discussion between characters in between sessions. It is not expected that players follow parlimentary procedure at all times, and breaking from procedure will be part of the drama. Players will negotiate and trade favors to pursue their character's national or personal objectives, and at the end, draft a final agreement to be implemented post game.
None of the characters are truly altruistic and have good morals. They are carving up Europe to their own benefit and not to the benefit of the people who live there. There will be some military decisions that players may take on a map to add force to negotiations, but it will not be the focus of the game and limited in scope.
