Set in an interstellar empire of the future, the players are senior cadets at the Imperial Naval Academy, completing their final examinations. Ahead of them lies the dreaded Examination Panel who will decide their initial rank and posting, as officers of the Imperial Navy.

Intrigue purvades the academy. Republican agents and Communist subversivesseek to undermine the empire. The Secret Police stand ready to protect it. Cadets scheme and form alliences amongst themselves, and question where their true loyalties lie... Imperial white, Communist red or Republican blue?
